Did Obama Put Any Thought At All Into His Stimulus And Omnibus Bills?

After President Obama rushed through his stimulus bill and signed into law the omnibus bill, he now declares many of those stimulus supported programs useless and wants to eliminate them. Makes you wonder if any thought at all went into the bills to begin with.
